The issue here is much more complex than "secrecy." You are actually seeing the Separation of Powers that were established by the United States Constitution hard at work. Through a system of checks and balances, there are certain rights and privileges that each of the branches of government has against and toward the other branches. This pits the branches against one another in order to ensure that no one branch has too much power.
When certain actions are taken, they establish a precedent that is binding on future actions. With that in mind, President Bush must be aware of the consequences of any precedent that his Administration might set. He may even want to testify under oath, but doing so would set a dangerous precedent for future Presidents and break down the fundamental Separation of Powers.

Look at it in a way liberals can understand. Remember that thing they like to call Separation of Church and State? Remember how they use that to stamp out religion?
Well, there really is Separation of Powers under the constitution and the Congress has no right to supeona anyone in the executive branch. It would be a gross precedent to allow the Congress to look at all private consul between and among the President and his advisors.

When Clinton lied under oath, he was impeached.
