It's the program computer support personnel might use to work on your machine from a remote location. You would have seen it as someone taking over your mouse and the pointer magically moving around as if it were magic.

VNC is for remote access. It's not a recorder. However, there is a view option mode that allows someone to watch what you're doing without messing with your mouse. There are so many other much easier ways to do that, I wouldn't use VNC for that task. VNC is not used to see program usage or files either. That's built in by Microsoft so the need for extra software like VNC is not required. For someone to be able to remotely access your computer with VNC requires that VNC be running. Go look at your running services for VNC server or something like that. I'm speaking from a business network perspective though. Hope that helps.

It's a way to use your computer and view the desktop from another computer. It can be very useful if you need to do that often. It is similar to Windows Remote Desktop but it is available for more than just Windows machines.

If it's not actively running it's not a problem. If it is running and it does not have a password set, that's not so great. Either disable it, uninstall it if you don't plan to use it, or set a username and password. Check your control panel.
