how do other people find the web page?

It really comes down to money and how much if any you are willing to spend.
You can go the free route, free hosting etc. or buy web design software (usually $100 - $400), buy a domain name ($10) and get web hosting ($6 - $10 per month).
If you have the money then I suggest you look at XSitePro web design software, GoDaddy for domain name registration and Hostgator as your web host. It's all below.

Depending on the complexity of the page - and the type of page you are trying to create - most people start by messing around with a web design program. Personally, I use the Adobe PS2 suite, but some people get great results with Microsoft front page. Basically, all you have to do is follow the help menus and do your research. There is a wealth of knowledge on the Internet. In terms of accessibility, your web page will be accessed by others via (meta tags) search-able key words that you enter and direct links to your site.

I personally use Macromedia Dreamweaver, It's really easy to use, and i think the easiest to upload your wep page if you dont know how to use ftp.
once you have the web page made, you need a host, yahoo has some decent hosting services, Hostgator is also good, and once you have a host they will give you a ftp username and password, put that into dreamweaver(or any other html editor) and then you can search google for "making my webpage appear in search engines" register your domain, and within a few days your we page will appear in search engines- thus allowing people to find your page.
