I knew very little about web site design about 4 months ago then I downloaded Microsoft's free version of Visual Web Developer. You can on their asp 2.0 page and they have a lot of free video tutorials aimed at people just beginning to learn. I actually watchen them all they were so good. It has a Page Builder that will help you set it up without needing any type of computer language. If your slightly more skilled with computer languages, you may want to try www.angelfire.com. It doesn't stand up to Geocities, but has a lot more potential if you know what you're doing.
