The terrorists are encouraged because they know that only the United States is capable of foiling the United States' war effort. They know with absolute certainty that in a long protracted war against the most powerful military the world has to offer, they will inexorably lose. Why? Because we have the resources, the technology, and the allies.
Their only hope is time. American citizens are impatient. It's the same as Vietnam. Al Qaeda in Iraq knows that their ONLY chance to win is for the United States to undermine it's own resolve, and trust me, they are banking on it.

They are very tuned in and the more protests they see over here the braver they get. They see America as weakening and not having the stomach to finish what it started. The more violence, the more and louder the liberals whine. They are playing right into their hands. No special signals are needed, just their constant whining.
