You can get hair color at any beauty supply store, my suggestion to you is this: It may cost more but have it done professionally!! Unless of course you have done it before, then its ok. However, if you have not, go to a hair stylist, blonde color is the hardest color in the world to turn without it going brassy or orange! Trust me the money you spend on buying the hair color and if it messes up to buy it again and then still not being able to fix it is not worth is---it'll cost double! Just go to a hair stylist! Otherwise if you're feeling really lucky you could do it yourself, don't use box color though, its terrible. You can usually get a color that is either the powder or liquid, add toner, apply it to the hair, THIS PART IS A MUST--put your head under a blow dryer for about 30-45 minutes, check a small area and see if the color is what you wanted, don't check the bottom of your hair though, if its been colored before it will turn faster then the rest of your hair, check by your root, thats the newest growth and also the hardest to color. Also make sure hair is not freshly washed, and condition, condition, condition! If your hair is darker in color, any shade of brown, you are stripping your hair color so your hair no matter how you do it, will be fried. So make sure you condition your hair--it will need it!! You can buy it in most drug stores that sell hair dye. Most makes do a platnium colour.
However aless you are fairly blonde naturally i doubt very much if it will work to go to the colour you are after.
Its very hard to get hair that blonde aless its quite light naturally already. The only other way is to do it in a few steps using very strong bleaches... you would need a salon to do this.
It will really damage your hair thou bleaching it to this light.
I agree it does look cute but be careful, i have a friend who did it herself and her hair all started snapping off - she ended up having to have it cut really short.
Best leave it to the pros

Go to a pharmacy.....Like Rite-Aid and see....Sometimes they have it sometimes not....It's much like trial and error
