you write a proportion. you put 4 over 100 (4/100) because it is already a percent, and you put a variable (x/28) for the other proportion because if 4 is 4% of 100, then x is equal to 4% of 28. so it looks like
4/100 = x/28
so you cross multiply, multiplying 28 by 4, and divide the answer by 100. that is x.
