Can a postal money order sent to a person be cashed by receiver at any other post office?

amount of money order would be around $800.00

I am not sure but I would think so as long as they had that cash available, which in smaller offices may be doubtful.
I suggest calling 1 800 ASK USPS, they can give you a definitive answer.
