Oh yeah, they break nicely too. Both types of tinted windows, the film tint and colored glass tint, break rather nicely, just the film covered type stay together a little better, but it will still fall out of the frame.
They do not work worth a crap on the windshield though because the glass has a inner membrane between two thin coatings of glass to make it less prone to breaking. I mean, do you want a rock from a tire busting out your windshield at 75mph?

I can't say I've ever tried, but I know enough about windows and tint to say that yes it would work. Tint is basically just a thin layer of dark coloured plastic inbetween to layers of glass. The glass will shatter, but it may maintain it's shape better, but it will come out just as easily. If you're looking for cheaper tints you can go to Canadian Tire and they basically just stick to the outside of the glass. Not as professional or as nice looking as professionally installed tint, but much less expensive, and just as effective.

they should....wrost case would be that the glass brakes but the broken peices stay together because of the tint film, you may have to hit it alittle harder or more than once, but it is still glass and it will break

Not as well; only because the film doesn't let the glass fall apart as easily.

In ambulances i might guess that it incredibly is there for privateness themes. In "undercover" police autos, I certainly have constantly assume it became to conceal kit, that would otherwise supply it away as a police automobile.

yes better my understanding is it keeps broken glass from falling on driver keeps broken pieces together. I also understand that there is one glass they don't work on that is bullet proof glass.
