A flyby goes by too fast and too far away to make detailed maps. A lander is on the surface so it can't make maps of the entire planet. And a probe impacts the planet rather than orbiting it and also moves too fast to make detailed maps. The answer is B an orbiter which stays in orbit circling the planet which allows it to make detailed maps.
