Why can't my cell phone stay on vib. when its charging?!?

I have had several different types of phones, and they all are like this....

probaly because its charging

Maybe the sides button get pushed or if its a bar phone, the buttons might get pushed

because phone manufacturers assume that your phone is not on you when it's being charged, thus, you won't be feeling it if it vibrates.
