It often has nothing to do with race.
The core conservative mindset is conformance with the majority, and stability through consitency. So, any minority group that acts against their desired goals would be suspect.

The civil rights act was passed by a higher percentage of the elected Republicans than Democrats.
It is important for the Democrats to claim that Repuclicans are against civil rights, and only care about rich whites, because without the blame game and hate, the Democrats do not have viable solutions to many of the problems that face our country, and they need some reason to make people vote for them.
MLK had a dream where people were not judged by the color of their skin but the content of their character. The Republican party looks more at what people do than the color of their skin, and by that reason alone they are closer to MLK's dream than the Democrats.

Simple. Everyone has equal rights. Claiming that someone is part of a minority doesnt mean they have less rights.
It's an illusion.
As far as your second question, I think that it extends to democrats also. And certainly not all republicans.
So. I would say that you're 1st question is a good one because it's almost a little mind trick. And your second question is just not the whole story. There are reasons for why thats talked about, but there's a bigger picture.
The proof is in the pudding, as they say.
When so many people are fighting over little things, you have to know that there are bigger questions to be asked.
Keep asking questions. It will be fruitful.

All citizens have the same civil rights. We oppose special rights for certain groups of people such a Affirmative Action which is special rights only bestowed on minorities. If I was in a minority group I would be offended that people thought I could not get a job based on my own merit.

They want to do away with Education quota's for minorities, but completely ignore the same quota's that in-state students, offspring of Alumni and the rich get! In the case of the rich, they don't have Any requirements to get into college! How does a 1.8 GPA graduate of Yale get into Harvard Business! Only the rich. And their quota's are limitless!
They want to KEEP it rich and white!
Those are Republicans in general, and most are rich and many are neocons. It is NOT all Republicans however,as many are not like that. They just happen to belong to a party that has fallen in with the wrong crowd!

what civil rights are you lacking?It would make sense to understand one's facts before you put your foot into it.The democrats in the old days were the party that supported slavery.They also destroyed black families with the welfare system during the 60's and 70's.They traded the father figure for a welfare check.As for the rich whites-these poor bastards pay 70% of the taxes.The IRS has all the data if you want to check.You have to stop listening to the liberal lies.They don't give a **** about you -all they want is your vote to keep them in power.Think about it- what did they really give in return?

When President Johnson rammed the Civil Rights bills through congress, he had to bulldoze the Democrat chairmen of both houses. The Republicans saved the day, Senators like DIrksen of Illinois.
And, besides....one of the Goldwater Girls that year (1964) was named Hillary Rodham...She campaigned for Goldwater and opposed LBJ and Hubert Humphrey.

Why does everything have to be "black" and "white"?
There hasn't been a need for civil rights movements in a very long time, for there are no slaves, unless you count what is happening to the illegal aliens from Mexico, other than that, you really aren't the minority anymore.
Call me racist, I don't care, but please stop using the race card, we all have the same rights because we are all American citizens.

Republicans DO care about the civil rights of minorities, but they do not care about giving them special rights. It is the Republican philosophy that civil rights apply to all. Whatever benefit someone accrues from the government should have nothing to do with his racial status. Also, whatever penalty is imposed from the government should also have nothing to do with race.

Most republicans are not racists its the conservatives that are the racists. Most conservatives are against civil rights for minorities, gays and women. It is the liberals that wanted to abolish slavery, give women the right to vote, and give blacks equal rights while the conservatives wanted segregation.
