Tell your mom that she beautiful and that she is not fat, if she is married remind her that she has a husband and of course, you, her kid that loves her just the way she is which is a beautiful skinni woman. If you look up to her, tell her. Tell her you love her and that you look up to her and think she is an amazingly beautiful role model. Remind her that looks should not matter and that a littel pudge is fine anyways!
Point out the REALLY SUPER BEAUTIFUL things about her... like if she has pretty eyes or something.

My mom works out a lot and diets all the time and she isnt fat at all. She is improving her health though. So if she says something like "Oh, Im too fat for that dress" I just remind her she isnt fat, usually she'll agree. Maybe your mom just wants to be more fit. I think its best to talk with her and understand if she is making herself more healthy or if her low self esteem is causing unhealthy habits (anorexia, other eating disorders) just tell her that she is beautiful and ask her if she would want to influence you to believe you arent perfectg the way you are either. Let her knwo you love her and the way she lives her life is influencing yours.

Tell her shes not fat and kiss her and buy her a small size tee.

you can always say that "mom, your not fat, fat is liek 500 pounds" just explain to her that she is at a healthy weight.
