That depends what you mean by "best sleeper".
Saito can be considered a sleeper because Yahoo has him ranked way down at #216 even though he put up great numbers as the Dodger closer last year and will remain in that role this year with Gagne traded to Texas.
Benitez could be a good sleeper at #172, and he may be traded to the Red Sox who will give him a lot of save opportunities.
If Benitez is traded, his backup will definitely be a sleeper. That may be Brian Wilson, who almost nobody will draft.
Dotel is a bit of a sleeper at #193 pitching great in the preseason, but since he's on the Royals he won't get a lot of save opportunities.
I'd say Saito is the best sleeper closer out there.

For people that actually have the job now...
Jenks is undervalued. A bit shaky, but pitches well when it counts.
Fuentes gets a knock for being a Rockies player, but he's got the goods.
For guys that might get the role soon...
Howry with Chicago Cubs. Dempster is REALLY shaky.
Wheeler for the Astros. Lidge is one bad game away from losing it. Short leash after last year.
Mike Gonzalez for the Braves. Wickman is good, but old. Gonzalez is a proven closer and next in line.
Broxton for the Dodgers. Saito is good, but 38 year old first time closers are a risky proposition. Broxton is the closer of the future and will not be held back for long.
Zumaya for the Tigers. Put him last because everyone knows about him. Todd Jones held him off last year, and it won't happen again. Zumaya is too good and Jones is too old.

I feel for what F. Cordero did in Milwaukee last season really puts up at higher than what he should be. He did pretty bad in his first half at Texas, but dominated for the Brewers.
Also Saito, did put up great numbers and is unheard of, but people are questioning whether or not he'll end up the closer. I don't see why, but some people are throwing that idea out there.
Gagne claims to be feeling great and can be a competitor again.
Stay away from Dempster, the newly "improved" Cubs team won't help the amount of blown saves and overall bad numbers he'll put up.

I don't know if there are any "sleeper" closers out there. No one knows who the Marlins closer will be. Seth McClung would qualify as a sleeper but he seems to be pitching himself out of the job. I would say...Brian Wilson of the Giants would be the best "sleeper" closer. Benitez is going to be traded so he would inhereit the Giants closing duties.

Do NOT consider Joel PInero a sleeper. My sleeper is Taylor Tankersley, the FLA Marlins closer. He is 95 MPH fastball picther and has the edge on the closer role of the Marlins.

Salomon Torres of the pittsburgh piratesm he was the setup man last year and was phenomanal, now he is closing now that mike gonzalez was traded, its all his now, he converted 12 for 12 in the last month of the year last year which were his only oppurtunitys to close since he was the set up man, he also broke the pirates record for appreances last year, he is guy thats gonna get a lot of saves this year, i have him on all my teams, hes my sleeper closer

a huge reach might be Kerry Wood, he's looking good in ST, and right now he's looking to be the setup man for Ryan Dempster, but eventually he could be the closer....
A less risky option would be Eric Gagne, coming off surgery and moving to texas

takashi saito from the dodgers is quiet...also look at guys such as joe borowski and ryan dempster who could get you about 25 saves this year each...
tom gordon is also not being taken very early in the draft but ESPN is putting him at the #14 closer...even though he is injury prone
brian fuentes is also being taken late....gordon and fuentes would get you anywhere from 30-40 saves this year each
