even if I DONT have the experience (but have alot of other skills)?

Play up your skills for the position in your cover letter and at the top of your resume.

In lieu of time/ itemize your resume by experience and then place where and when you work at the bottom of the resume. (see below for the format)

It will only cost you a stamp or email. You have the potential to reap rewards.

If you think your skills fit the job, mail a resume' with a cover letter explaining that you do not have the experience requested but you feel you could be an asset to their company. That way, if they don't get any applicants better than you, they will call you.

If you have a lot of other experience, you should apply and try to apply the skills gained in your previous jobs with the skills required in this job. Good luck.

I say go ahead and apply. The more you interview, the more chances of you getting hired even if you are eliminated. You have to "sell yourself."
