Either with a "I'm so sorry" letter or an interview. Or do they make no contact whatsoever? What should be the standard procedures?

I'd say that you'll almost never hear back unless you are asked to interview. And of the ones that you get an interview for, you'll always hear back if you get the job, and only hear back about 50% of the time if you don't. Employers get a ton of applications and they can't possibly respond to each one.

If you are slammed with a ton of applications it is hard to get back to everyone. When I was in a position of interviewing I would always be honest with someone calling back. Either telling them it had been filled or if it was still an open position. And then trying to give a realistic idea of when a selection would be made. It is best to follow-up with any applications that you make. It also shows more than a passing interest in the position.

Who Knew is right. If you haven't been asked to interview, not hearing is a rejection--you don't fit their needs right now. After an interview, however, reputable employers will send you a letter concerning their decision, positive or negative.

If they don't want to interview me, then I seldom ever hear back. It seems like that really is standard today, even though it's impolite. I guess the volume of resumes they receive makes it impossible to respond to everyone.

The odd one will notify you, but most don't, call the company and find out what their policy is.
