Generally speaking, they are 22 years old when the receive their baccalaureates. If they were born late in the year (as I was), then they might graduate at 21.

I was 21 years, 10 months and 24 days old.
I assume you mean College -- because I was much younger than that when I graduated from (i.e., stopped making) Collages.

It all depends upon the following:
How old are you when you start college
How many years of college do you need
IE: Are you getting an associates degree, a bachelors degree, a masters degree, or a phd.
Another Example:
I personally will be over 40 when I finally get my bachelors degree.
I did it backwards, I got tons of experience in my chosen profession then decided that to take my carre to the HIGHEST level I would need a degree so I am going to college.

Most are between the ages of 21 and 24, but some take longer, and some start school later.
