This question is a little to vague to be able to answer correctly. The type of person and the type of help that is needed would make a big difference. A person in need of an ambulance - I would call 911. A person acting out inappropriately for attention - I would ignore.

That's a very vague question. Is the person in need of medical attention - then I'd probably call 911 and do what first aid I could while waiting for them. If they're standing in the street waving their hands around - I would still probably dial 911!

I would view them as human because everyone needs attention. Some people need it more than others and those people usally are the most caring people.

everyone needs attention perhaps the person you a talking about (hypothetical or not) does not get enough attention or he or she needs attention to assure them selves of something. they might have low self esteem

annoying and i would tell them to be themselves and not try to be someone they aren't. if acceptance is what you want then you have to be yourself people will respect that as long as u aren't some weird star wars obsessed nerd so if you are just leave that part out
