They were "allowed" to speak and only if they AREN'T sworn in? They get to talk off the record. So, I guess if they truth came out the administration could lash back stating that this was off the record and they weren't sworn in, thus any thing they say is inadmissible. Is that what they are saying?

He'll do it by listening to his advisors who tell him that he is above the law, and not bound to follow federal statutes.
