You have to be invited by someone you know that has a Gmail account. Ask them to mail an invitation to you.

it is free you must sign up to google web site and request gmail then after few weeks google make your account by gmail

You actually don't need an invite anymore. You can ask for an account, but they sendyou a code via your cell phone, so you can only get one account per cell phone number. I guess this is to reduce spamming accounts. But it is entirely free as of now. :)
