Info and where I can pitch an idea for a t.v program and or training Deterence program..?

I have an idea for either a court ordered deterence program or a serious Reality Show - with a year after update on effectiveness..I need to ask some serious ethics and copyright questions. This is a serious idea so please only serious replies only.

Here you go:
-Call all of the networks, especially the little ones
-Call all of the producers that show up at the end of the credits on shows like the one you have.
-Prepare your materials very well, and burn a sample show on a DVD
-Mail out an executive summary and DVD to anyone whom you think may pick it up.

Remember, this is not a cheap process. Expect to spend at least $10K to get the ball rolling.
