About 6 months ago, I got screwed on a car deal on Ebay for about $3,500! I contacted eBay with the information of the transaction, they said they couldn't help me. I reported it to the IC3, FBI, my local police and his local police! Still no help. I've decided to take matters into my own hands and find the guy that ripped me off. I have his name and address. I'm assuming it's the right name and address. What should I do now??

You can sue him in small claims court. The fee to file papers is small.

Write him and demand a refund in return for the vehicle. If he does not comply, sue him.

You might consider a civil law suit, to recover your money.

If you take legal action you will probably have to do so in the seller's jurisdiction.
