To open a post office box and address in the USA you need simply to have someone in the USA to open it for you and pay for it. They can do so with your name on the box as well. The post office then issues a key to the person opening the account and from there after anyone with that key can open that box as no identification is required to open it with a key. The box must also be emptied on a regular basis.
Boxes are available in various sizes and variable costs.
However, any mail addressed to that box that comes from outside the USA is still subject to all tarrifs, taxes and declarations as well as security regulations outstanding.
If your intentions are for laundering money or account shifting of monies to avoid taxes of money owed you from foreign or american businesses I would not advise it as it is illegal to do that in the USA and regular mail traffic is watched very closely for that very reason when coming and going to foreign countries.

Well the only answer i can give you is to find someone in that other place and have them open it for you and have them open your mail box and send all your mail , but you must be able to trust in them highly. Thanks

You don't need to live in the states to have one, however you have to go in person to the local office where you want to get one to sign up.
