Maybe not a Chain Letter but something like it so it was Legal. and make lots of money?

The chances of that happening successfully anywhere is unlikely. The best chance of it working out be in the early 1900's when everyone was still innocent and unsuspecting.
While searching, I did find a similar question on Yahoo! Answers. I've posted the link in "Sources", but it won't be too much help concidering most people would just take the dollar, or rewrite it with their name on top (as suggested in the link). Sorry I couldn't be more help.

Sorry, but the window of opportunity for that closed in 1935 when the world saw how much economic damage the Send-A-Dime letter was causing.
