Yes. However net force = zero does not equate to net energy content = zero.

i'm not sure, but just spitballing i think the enrgy has to be in cantact with matter for that to happen (i.e lightwaves wouldn't have an opposite and equal reaction while traveling through space)

Usually, yes. You will find this out when you study engineering. Everything adds to zero, unleess you did something wrong in your calculations.
