What are the rectangular markings in the roads that I have noticed?

Each appears to be square hoop shape around 1 metre by 2 metres in size. They are gouped into 2 pairs one pair each side of the road.

Are these road sensors and if they are what are they monitoring and why?

They normally use 2 or 3 loops of #12 gauge wire and they are hooked to an electronic device that senses the car over it by the change in inductance of the coil of wire. That in turn is used to iniate the signal lights and make them start a cycle.

More sophisticated control systems use electronic sensor loops buried in the road to detect the traffic flow and connected to a central control room, which can then change the phasing of traffic lights on the road ahead if it slows down, to ease congestion.

If they are near traffic lights they are the sensors that alert the signalling mechanism to acknowledge the approach of vehicles.

Probably a count of traffic density for yet another survey to give the Department of Transport something to do and justify their existence!
