I just answered the favourite biscuit question "chocolate hobnob" although if there was a choice between hobnob and jaffa cakes, I'd choose the jaffa cakes. I feel quite strongly that they are cakes:
1. They are called Jaffa Cakes, not Jaffa Biscuits
2. If you put jaffas in a tin with other biscuits, the biscuits are infected by cakiness.
3. There was a big debate about it in a national newspaper a few years ago and McVities said they were cakes.

I also believe it is bad luck to eat odd numbered jaffa cakes.

Cakes - it is all in the name

I regard biscuits as things that can be dunked into my cup of tea!
