I feel it depends on your relationship with the lady. Some women today are ok with you not arriving on time, but I would say speaking from my own opinion, that over 20 minutes might be pushing it. If you are speaking as a chivalrous gentleman which is refreshing to see, arriving Before the lady shows that you are very excited to be meeting with her. Makes her feel special. It may also depend on where you are going. If it is dinner, or something intimate, be there first but I feel you know what is best!! Just go with your gut!

in general you arrive before the lady, if you mean arrive as in 'arrive at the party', always after!

coming from a girl's perspective. you should arrive before. I wouldn't want to be waiting for the person who asked ME out in the first place. if she was the one who asked you out, it doesn't matter. just don't arrive over ten minutes late. even ten you're kind of pushing it. being early or on time shows your intrested in her.

To arrive few minutes before is considered good etiquette.
It's a lady's prerogative to be late.. :)
