Select File \ Page Setup \ Options

Click the gridlines checkbox. This will do vertical lines, as well as horizontal, so if that is an issue, you can format the cells borders to have a bold bottom row, and turn off the gridlines option.

Go to file, page setup, click on the Sheet tab, click on the box next to Gridlines. Then click OK. The lines will show up when you print you document.

Highlight the section, then use the borders tool to draw the lines you want.

The default grey lines on the screen don't ever get printed, but manually set borders do.
