It was no secret That George Bush would find some way of invading and occupying Iraq after entering office. The Project for the New American Century outlined this in a letter to Bill Clinton in January of 1998 urging him to take action against Iraq. The signatories of this letter being the same people who helped Pres. Bush get elected should have given more voters pause. When many of these same people received cabinet or top advisory positions all that was needed was some sort of excuse.

No. Because you cannot commit conspiracy where the underlying act is legal.

Bush convinced Congress to authorize the invasion. That makes it legal.
