Motor scooters require a license. Any motorized vehicle can be driven on private property with owners consent. On public roads, you are down to bicycles and skateboards.

Really, in the US you can drive whatever you want without a license as long as it is on private property. I have heard anecdotes about people getting out of traffic violations taht were issued in common areas of private property, specifcally someone getting out of a ticket issued whiel they were driving in a shopping mall parking lot. You really need to check on your local laws for non-automobile vehicles. Now on public roads here in Maryland you actually need a motorcycle license to drive any scooter or moped that has any engine that is over like 20cc or goes over 10 mph so basically you need a license of some sort for any of those. I think that the interest of revenue generation has outweighed common sense in this regard. 3 wheel atvs are generally outlawed everywhere. 4 wheel atvs are legal in some areas but not all.
