You can still apply. Applying has nothing to do with being accepted, cept you need to apply before you can get accepted.
Most law schools want to see a bachelors. Without one, they're not going to be inclined to accept you. So, if you've been expelled, the first thing you need to do is go back to school (find another one if you have to) and then finish your degree. Then apply to law school.
Hopefully, when you go back to school, you can show the law schools that you've shaped up and that the reason you were expelled isn't a worry anymore.
