They don't need the engieers, per se. Just a Soviet-style maintenance program.

Won't happen. Iran is not happy Russia is controlling all of the uranium going in and out of the reactors. Russia doesn't want to get nuked by a Iranian nuclear bomb that was given to terrorists.

Russia still has not shipped uranium to Iran because they are in heated debates.

China has actively helped Iran refine uranium since Russia won't supply bomb grade uranium to Iran.

Putin is a little ticked off at them right now for non payment. Don't worry that'll blow over.
