a door would be installed on the third floor to walk on the bathroom flat roof(patio),would also erect iron railings around the roof for safety,,do i need planning.

You actually would need building department approval. Drawings are needed indicating what you want to do and how it would be done. Contact your building department first for more information.

The answer is yes, anytime you make upgrades to an existing condition that involves railings or added weight to a roof you need to run these by your local planning department and also when the plans are approved you will need a permit and the necessary inspections to be legal.

yes it might be over looking neighbours and you will need structual building work done if you get a quote of f a builder he will tell you whats what he can get planning permision for you

first of all you need to check with them that you can pave it also you need to make sure the cieling is strong enough to hold the weight if not you need to beef up the beems and boarding to hold the weight ok
