Remember to carefully analyze your audience's needs and to approach any persuasive tactics while maintaining honesty and integrity!
Here are a few ideas for developing your persuasive techniques:
Use the "You Attitude," always concentrating on the audience's needs.
Establish and maintain your credibility through your honesty, details, and accuracy.
If available, use a standard document organization.
Try looking at other documents written in similar situations (especially if you know they were successful!). Audiences expect to see a standardized document. Any creative approach would add problems as the audience searches for the specific information it needs.
Be thorough and as descriptive as the audience's time will allow:
Show the audience how well you understand its information needs and the importance or implications of those needs.
Elaborate on the quality and benefits of any research you've done if applicable.(Since you picked the research methods you did, what makes the methods reliable/time effective, etc.)
Recognize and address reader concerns or counter-arguments.
Don't leave the audience to assume anything!!!
Establish a self-assured tone and clear style.
Use concrete wording and specifics (facts, e.g., numbers, examples, etc.).
Use "will" and "can" instead of "would" and "could" language.
Make your writing audience-friendly: Be formal, but not pompous or empty.
Use first and second person ("I" and "you") to reinforce yourself as the actor and to reinforce your relationship to the audience.
Use clear, demonstrative writing, including strong subjects and verbs, and active voice.
Use good paragraph development and transitions between topics to be cohesive in your argument.

one way to increase the strength of a persuasuve text (written or spoken) is to use high modality words. for example :
The new bridge MAY ease traffic congestion. (low modal)
The new bridge WILL ease traffic congestion. (high modal)
it implies confidence in your point of view and a highler level of certainty that you are correct.
