lol..I've been there, I reccommend:
WetSeal.com [lots of cute && girly teen clothing]
Bodyc.com [body shop/central] cute stuff, really organized && it will be easier to find your black skirt here.
Charlotte Russe [in-style clothing for teens, they have everything]
Good luck with your shopping, I am sure you will find the perfect skirt in one of these stores [I actually found a black skirt like the one you need in Body shop] && you might even come out of the stores with more than a skirt, they have really cute things.

i think a good place 2 go to is target.com bcuz i saw a black skirt though i dont no if its to ur liking.

Not Abercrombie or Hollister, they don't sell black.
Try gap.com, expressfashion.com, urbn.com, or anntaylor.com
