How long would this take? Atleast to get the 3 foot feathers on pampass grass.

It should take 'one growing season' to grow from 'seed' to 'fully feathered' ... but you should 'know where and when' to plant the pampas grass ... check at your 'nursery' to find out which 'growing zone' or 'planting zone' you live in, and find out 'when' to plant the seeds where you live. You may need to 'start' the seeds in 'small pots or flats' indoors if you live in a 'cool, wet' area like I do in Seattle ... but I know that we can grow pampas grass here, and it's GORGEOUS.
