I would strongly recommend you look at some web sites on women's health and anatomy, if you are having relationships with girls/women then you need to be as aware of these things as they need to be.
Here are some sites that explain menstruation and the menstrual cycle;

Each month the lining of the uterus (the endometrium) builds up in preparation for a possible pregnancy. If a pregnancy occurs, the fertilized egg attaches itself to the lining to be nourished as it develops into a baby. If the egg is not fertilized, the lining is not needed. The lining breaks down and hormones called prostaglandins are released. These trigger the muscles of the uterus to contract and squeeze the lining out. Some women may have higher levels of prostaglandin's and this is thought to be what causes painful muscle spasms in some women – around 50% of menstruating women experience period pains.
Yes you can have sex with her while she is on her period, there is absolutely nothing a woman cannot do on her period that she would do normally, sex is actually beneficial during menstruation because it increases blood flow to the vagina, relaxes and during orgasm a hormone is released called Oxytocin which is linked to uterus contractions. Although for some women they can find penetrative sex can be a little painful, particularly in certain positions, because their cervix is softer and often more delicate during menstruation.
There are is a lot of stigma attached to sex during menstruation, and menstruation in general, but it is all out-dated tripe, there is nothing dirty or otherwise negative about sex during menstruation, in fact a lot of women are hornier during menstruation because of hormonal changes and because their minds are more focused on that part of their body.

There is a possibility of mess during sex while she is menstruating but this can be minimised by having sex in the bath or shower, you can also put a towel down or have sex while still dressed.
There are a few menstrual options that can be used to have sex;
* Soft tampons - http://www.gynotex.com - These are small sponge tampons that work the same way as tampons but are made to sit up next to the cervix to allow for penetration.
* Softcups – http://www.softcup.com - These are a type of menstrual cup that sits up next to the cervix to allow for penetration, also safer than tampons.
* Diaphragms or caps - These are contraception options that can be used as menstrual cups to avoid blood leaving during sex.
Contrary to popular belief menstrual cramps are not a necessary part of being a woman, excluding health problems such as endometriosis most women can prevent period pains all together, or at the very least ease the pain when they do get any easily without resorting to painkillers and without messing up their bodies with extreme hormonal methods. Menstrual cramps cannot be 'cured' but very few women need to suffer them; periods are as good or as bad as the woman makes them.
Here are some ideas both to prevent and ease menstrual cramps;
•Herbal teas can cure menstrual cramps if the right herbs are used, they can also be used to cure PMS, reduce menstrual flow, induce periods and regulate cycles. Herbs to use; Lemon balm, Black Haw, Blessed thistle, Camomile, Wild marjoram, Red raspberry, Wild strawberry, Valerian, Yarrow, Raspberry leaf.
•Avoid painkillers, these actually increase period pain over time as her body will build-up immunity, not only that but they simply numb the pain rather than do anything about the cause of the problem.
•Avoid tampons, as well as very bad for vaginal health which affect menstrual problems many tampons also expand in such a way as to add to bloating and/or expand into the cervix. Menstrual options such as pads, padded panties, menstrual cups, or softcups would be better options.
•Avoid salty foods and alcohol, these can increase bloating by retaining water, and so make her feel generally sluggish as well as making cramping worse.
•Drink lots of water, this can aid in avoiding bloating. This will also help with headaches or migraines brought on by menstruation.
•Eat a healthy diet as this can make her feel a lot better at the best of times, but during menstruation it can be a good pick up.
•Avoid foods like dairy and caffeine, also avoid soy products; these are notorious for causing menstrual cramps.
•Take up yoga; this is a gentle exercise that can help also relaxation from breathing help too.
•Take a bath, the relaxation and warm help ease off cramps.
•Breathing exercises, taking the time to understand how her body moves as she breaths and the mental exercise can help calm her down.
•Essential such as a little lavender oil in a burner can relax.
•Clary Sage is actually fantastic to massage into her stomach to relieve menstrual cramps.
•Ensure her hormones are regular by use of methods such as Evening Primrose Oil; regular hormones will make menstruation easier.
•Heat or cold, depending on what works for her, a good heat pad with lavender applied onto her stomach may help a lot.
•Acupressure/acupuncture from a professional or some basic pain relieving techniques from a good guide book.
•Cell-salts, she can take these daily to help prevent cramps or take them when she gets cramps upping the dose every 5-10 minutes until the pain goes away.
•Increase intake of magnesium, calcium, and potassium, also couple with zinc to help her body absorb these easier, this helps the uterus lining shed.
•Supplements, Omega 3 & 6, Multi B with high B6 and B13, vitamin E is also a good anti-inflammatory.
If her cramps are really causing her problems then she should do two things, the first being going to her local library or onto Amazon to get some books on menstruation as there are many good ways to avoid and relieve cramps, it is just a matter of finding out what is best for her body.
If they are particularly bad or do not improve after she has attempted to prevent them herself, then she should get checked out by a doctor, making sure not to allow them to pass her off with hormonal birth control as this does not cure the problem, it only covers it up.

I formula I found very effective was an herbal formula called "Women's Comfort." She should take it with a glass of almost-hot water, 1 hr. before eating, or 2 hrs. after eating. It's available at Health Food Stores. Try finding it online, too.
Have her see a doctor, in case there are any secondary causes. There are some great new medicines for this (called dysmenhorrea) on the market, that the doctor can perscribe for her.
Making love (and congratulations to you for using that wonderful, romantic phrase) is safe. Be gentle. The week before her period may be helpful, but is also the most likely time of ovulation, so use caution if you aren't planning a pregnancy right now.

Second question first. You can safely have sex during her period, assuming she wants you to. Some women are more aroused during this time, for no clear reason.
The only sure cure for period cramps is pregnancy and this only lasts 9 months.
Less drastic measures include anti-inflammatory such as mefenamic acid, the pill and some progesterones. All of these require her to see her GP for discussion.
