work for a state agency so money rewards are not available. I always say thank you and give small tokens of appreciation is there any more I can do. when asksed she is unable to give me suggestions

Place a note in her employment file stating what she did. This will be helpful for raise/promotion reviews or new employment.

Saying thank you is a great practice and shows your employees that you are a supportive manager.

Some other ideas might be the "small tokens" you are already giving - taking the employee to lunch or coffee; letting them go home early or take a day off, with pay (if that option is available to you); copying the employee and your boss on the "thank you" emails, or putting a copy in the employee's personnel file.
