The health inspector took threw away 3 weiners (hot dogs) 'cause they were on low? Was that the correct procedure for a bar that serves hot dogs and has a professional roller, sneeze guard and all the right requirements for serving hot dogs?

In a restaurant, they may not be considered safe enough to serve to customers but I know people who do eat hot dogs raw right out of the refrigerator and nothing has ever happened to them. But when you are responsible for the safety of your customers it is a different story or maybe your hot dogs are made differently.
