It was just kind of an ongoing joke but they actually did fully show it in the last episode. All of the cast comes out on stage and you can see him in plain view.

It always just an ongoing joke in the series. No one ever really saw Wilson's face. Every once in a while in certain episodes you could catch a glimpse of his whole face, but not very often.

I could never understand why you never saw Wilson's face either. I heard one time that he had some sort of scar or something like that on his face that they wanted to keep covered. I don't know how true that is though.
Okay, after some research on imdb.com, Earl Hindman (Wilson) died in 2003 from lung cancer. So maybe that had something to do with it.

It gave a sense of mystery to the character. It was debated in the last season wheather or not to show his face, and they decided not to show that characters face.

How come on the cartoon Tom & Jerry, you could never see the owners face?

It was one of those comedy "running gags" on the program. I think it was just for fun.
