can a goal be considered a fault in the defensive line of a team or do the scorers deserve all the merit for scoring?

Both.

It's all on the way one person looks at the situation. If you want to give praise, then you praise the team and/or player that scored. If you want to find fault, then you criticize the team and/or player that conceded the goal. It is a combination of both, in most cases, but some people will only look at one side of the situation.

It all depends really. Sometimes they are defensive errors while at other times there's nothing much the defense could have done. Those are the really good goals.
Of course there are times when it's a combo of both.
