Where in Canada is the best place to study for engineering?

Where in Canada is the best place to study for engineering?

I know someone who insists that University of Alberta is the best place in Canada to go for engineering. Is this true? Also, where to Queens University and University of Toronto rank for engineering? (chemical engineering to be specific)

The strongest engineering schools in Canada exist at Toronto, Queens and Waterloo. Waterloo is strong in software engineering, but their engineering school is of good quality.

I'm afraid I would have to rank Toronto, Queen's, Waterloo and maybe also Carleton ahead of U of A.
