is bald like, you just have no hair on your head?
or is it that you are incapable of growing hair in that spot again
like, if someone shaved their head, is that considered bald?

Bald = not having hair. End of sentence. Yes, you can shave your head bald, or your can simply go bald. If you're losing your hair, you're balding.

BALD means 'not having any hair' ... and that can be 'naturally bald' on the 'top of the head' (my husband is 'bald' on top, but has a 'fringe of hair on the back and sides' and enough 'fur' on his body that he looks like a bear!) or 'shaven' bald.
The 'medical name' for not having hair (even just losing the hair in 'spots' on the head and/or body) is called 'alopecia' and that is a 'condition' that can be treated and cured in some people, but not all who have it.
