I would like to apply something to prevent crabgrass without fertilizing my lawn. There is a small area I need to reseed. Any recommendations for that patch, too?

Yes. It's called HALTS.

Made by Scotts. You can get it with and without fertilizer.

If it says "Turfbuilder" on the bag, it's got the fert. If not, you're just getting the preemergent.

If you're reseeding, you can use Scott's Starter Fertilizer with Crabgrass preventer. It has a different active ingredient than HALTS and will only last about a month. If need be, you can put that down twice, about 4 weeks between apps. Then, after the new grass is in and has been cut a few times, you can put down the HALTS (w/out fertilizer) to give you crabgrass protection through the rest of the growing season.

Getting rid of crabgrass, sure, get on your hands and knees and pull it out. It can take a few hours, but it WILL produce better results. As for patching and area, use steer manure, mixed with some native soil, apply it about 1" to 2" thick, hand apply the seed, apply a thin layer of the soil mixture, water and wait, repeat. After it has appeard, fill in the bare spots with more seed. After 8 to 10 weeks, or when most of it is about 3" long, give it its first cut, trimming it back to about 2".
