That's not tense, it's passive vs active voice. Either one would work, depending on what you want to emphasize; the passive voice version might be better if you want it to be about Rome more than about Romulus.

The tense you should use is present tense. Both of your quotes up there are present tense, so they're both correct but the second one ("753 B.C.E- Romulus finds the city of Rome") is the better one.

The past

Romulous established the city of Rome

or

The city of Rome was founded by Romulus

those are both thte same tense..present..wither way is correct...but past would be romoulous FOUND the city of rome..
