"They" is a use of speech in English. It is an impersonal pronoun. In Spanish, for example, the word "se" is used (they use "se").

When "they" is used like an impersonal pronoun, it doesn't imply "those people are doing something" In Spanish, a different word is used; "they" is also "ellos" or "ellas."

When "they" is used like an impersonal pronoun, like in "They speak Spanish here," then it means nothing more than "Spanish is spoken here."

the impersonal "they" implies "to be + the past participle" and it gives a sensation of activeness rather than passiveness in the phrase.

For example.
Food was eaten (They ate food)
Spanish is spoken (They speak Spanish)
"Se" is used (They use "se")

"Se habla espanol aqui" is different than "Ellos hablan espanol aqui." One phrase makes no personal reference to people, while the other refers to people actually doing an action (speaking spanish).

The difference is ambiguous in English because the same word is used, but is made clear in Spanish because different words are used and the following verb ("hablar," in this case) must be conjugated accordingly.

See the article below.
