I guess you could look at it that way if you're looking at penis as "norm" and clitoris as "other." I'm at work so I probably won't be able to access any websites that say this in more scientific language, but basically...
When a sexless fetus develops as male or female, the sex organ develops into a penis for males and a clitoris for females, and the scrotum for males and labia for girls.
Another way to look at it is that males have an oversized clitoris ;)

Yes I knew. Scientists discovered that testosterone makes everything bigger/thicker, which is why. Plus it is where some of the testosterone is made in males.
