i want to send payment back to buyer from pay pal it did not reach price i asked for?

i have put tarot cards on e bay which cost me 39.00 new from e bay at xmas and the buyer has only offered 2.00 which i do not want to take so i would like his money refunded

if you had not put reserve price on the cards, then technically you should send the cards. But if did not put and still do not want to send the card, go to paypal and click on refund money to buyer. Once money back to buyer, send him a email that you got the cards damaged and not sure if you should send them, so you had refunded the money. Using eBay go to item listing (tarot card) and under "Additional Options" look for "report an unpaid item." and under "Why are you reporting this Unpaid Item?" select "we both agree..."
and under " What has happened so far in the dispute? " the buyer and seller disagree on terms...".....job done

If you are only willing to sell for a certain amount then you should have either sold them at a 'Buy it Now' or put a reserve price on the auction.
If you sold them on a normal auction then I'm afraid that is too bad that you did not get what you call enough money for them.
The buyer has paid in what is a legal binding auction and you don't have the right to pull out of the sale because you did not feel that you got a fair price.
When you make a listing the start price should be the minimum amount you are willing to accept.

If you put it on eBay by auction and you did not put a reserve price on i am afraid you can not give back the money as you sold it the buyer bought it fair it is not yours any more I'm sorry i might be wrong but i guess you should have put it on buy now i hope this helps

If the auction ended at $2 and the buyer has already paid you, then you cannot just refund them the money because it didn't sell for as much as you wanted it to. You would have had to have a higher starting amount and let people bid from there.

u are shocking. if you had looked at ebay properly before u decided to sell then maybe u would actually have listed them with a starting price instead of the way u placed it. The buyer has paid for them and its ur problem u didnt know what u were doing. unlucky! The word greed springs to mind.Oh....and Karma.
