Let your 2 numbers be a and b. Now, read each sentance and write it down mathematically.

"The greater of 2 numbers is 1 more than twice the smaller."
a > b (so always use a for the greater, and b for the smaller)
a = 1 + 2b

"3 times the greater exceeds 5 times the smaller by 10"
3a = 5b + 10

That should be enough to solve.
